C.H.A.D. Needs Assessment Written Review from Kevin Hares, Executive Director 1998 The process by which the county does its needs assessment is the following: 1) all NYS licensed providers develop the needs they see; 2) community opinion is sought via a public forum; and 3) the alcohol and drug subcommittee surveys providers on specific need. All of the above is reviewed by the alcohol and drug subcommittee and placed in the local services plan for Cayuga County by hierarchy of need. The alcoholism and substance abuse services plan is presented to the Community Services Board for review/approval. The plan also includes funding requests for proposed services that are supposed to address the need areas. The plan is then submitted to NYS Office of. Alcoholism and Substance Abuse Services to be incorporated into the state plan. The following are needs that have been identified over the past year: 1) increases in public awareness on alcoholism/substance abuse treatment options available; 2) local detoxification at the hospital; 3) crisis services available seven days per week/24 hours per day; 4) more intervention counseling services for all middle/high schools in the county; 5) coordination of specific services would be helpful; and 6) supportive living for recovering mothers and their children. 1997 Cayuga County Local Services Plan for Alcoholism and Substance Abuse Services: This study focused specifically on the county's criminal justice system and alcohol and drug treatment. Coordination of services and communication between service providers (ASA, MH, PROBATION, PINS) needs to be enhanced. No treatment, prevention, family services, or 12 step meetings are being offered in the jail. Funding for these services are currently unavailable. The absence of crisis services and inpatient treatment in the county is problematic in trying to provide a continuum of care. Family Services needs to be better coordinated to ensure that court mandated clients are monitored and that compliance with treatment is reported. Family assessment for alcohol/substance abuse issues remains a high need for the Court. Alcohol/substance abuse and domestic violence issues are not being assessed and remain untreated. Half-way house services and outpatient services, specifically for women, remains a need in the community. Juvenile/adolescent services offered through the local funded provider and the PINS Program appear well coordinated. Training in assessment skills for child/adolescent service providers is needed. Alternatives to current treatment and DFY intervention services that retain youth in the community needs to be developed. Youth mentoring programs are needed. Better coordination with Family Court is needed. Parents need to be held responsible for ensuring that they abr their children are compliant with treatment. This needs assessment included a request for funds to address the development of a Council on Alcoholism and Substance Abuse and Supportive Living Apartments for addicted mothers with young children.
